Hello!
I really like this game and book series called Project Moon!
It takes place in a dystopian late state capitalistic world where all people on the planet live in a single country-sized city called The City which is divided into 26 districts which are more like countries than districts within a city. Each district is divided into 2 parts: Nest (rich people) and backstreets (brokies). Each district is run by a mega corporation in the nest, examples are: Lobotomy corporation, K corp, Time Track corporation ect. the wings are also called Wings Of The World and the people that work in the corporations are The Feathers. The entire city is controlled by the illusive A, B and C corp aka. The Head, like a bird brooding it's eggs. The Head also has very specific laws called The Taboos that apply to every district like The Artificial Intelligence Ethics Amenment which basicly means "No AI girlfriend or we'll send a nuke to your house" and The Taboos are enforced by the Arbiters and the Claws and they are controlled by the Beholders.
If you're curious about the series, I recommend starting with the game Lobotomy Corporation but if it's too hard for you/you can't buy it, start with Limbus Company
